Family businesses across the UK are invited to participate in research assessing the impact of forthcoming Business Property Relief (BPR) reforms. Insights gathered will help shape future policy and contribute to a major report due in Summer 2026.
Bira is supporting a research project, assessing the impacts of upcoming Business Property Relief (BPR) reform on UK family businesses.
The project is being undertaken by the Centre for Economics and Business Research (Cebr) and the Family Business Research Foundation (FBRF).
Announced at the Autumn Budget 2024 and coming into effect from April 2026, the reforms will:
- Introduce a £1m cap on combined agricultural and business assets eligible for 100% relief, with 50% relief applicable thereafter
- Reduce the rate of relief to 50% for all previously eligible unlisted shares
Are you a family business that is aware of or will be affected by these reforms? Family businesses will have the opportunity to contribute directly to this research through a series of interviews and focus groups between December 2025 and May 2026.
Cebr are looking to engage with businesses of all sectors, sizes and regions, capturing the responses to and impacts of BPR reforms before, during and after their implementation. Family business insights will be presented in a report published in Summer 2026.
