As of 31 July 2024, it is illegal for unlicensed members of the public to use rodent glue traps in England, with penalties for illegal use including substantial fines and imprisonment.
This change has followed the introduction of The Glue Traps (Offences) Act 2022, aimed at reducing harm to rodents and non-target animals. While glue traps can still be sold, their use is now restricted to licensed professional pest controllers under strict conditions.

What a glue trap ban means for retailers
If you stock glue traps:
- Be aware of the legal restrictions – you can continue to sell glue traps to specifically licensed individuals, however ensure you are not selling to anyone who would be using these traps illegally.
- Do not market them for public use – this could mislead customers and create liability risks.
- Provide clear information – consider adding signage or advising customers that use is restricted to licensed professionals only.
Licensing and legal use
Only licensed pest controllers can legally use glue traps. Licences are issued by Natural England and are only granted in cases where there is no alternative for protecting public health and safety.
