Waste Legislation Survey

New regulations around recycling, known as ‘Simpler Recycling’, will soon require non-household municipal premises, including businesses, schools, and hospitals, to separate food waste and dry recyclables – such as paper, plastic, glass, metals and food waste – from general waste.

The rule will be mandatory in England by 31 March 2025, with an extended deadline of 31 March 2027 for smaller organisations with fewer than 10 employees. The regulations are still awaiting final legislative confirmation, however this is currently set to impact independent retail businesses in the coming months.

What actions do retailers need to take?

Making sure recyclable materials, including paper, plastics, glass, metals, and food waste, are separated from general waste will be essential for retailers affected by the new guidelines. Mixed recyclable streams like plastic and paper can often be collected together, but food waste should always be kept separate to comply with the regulations. The changes aim to streamline recycling processes while improving sustainability across businesses.

Retailers will also need to work with waste management providers to ensure proper disposal of separated materials. Ensuring compliance may require updating internal waste-handling procedures and training employees to identify and sort recyclable items effectively.

Practical steps for retailers

There are steps that independent retailers can take in the coming months to assess their current waste management systems and identify changes needed to meet the new requirements. Partnering with local councils or waste collection providers can help clarify collection schedules and accepted materials, while investing in clear, labelled bins for each waste stream is a simple yet effective way to simplify compliance.

Retailers with smaller premises or staff numbers should prepare for the extended 2027 deadline but can get ahead by implementing these key changes sooner.
