Bira’s preferred card processing solution Global Payments has produced a simple guide to payment over the phone (MO/TO)
What is payment over the phone MO/TO?
Customers place orders over the phone (MO/TO transactions) and card details are not saved for future payments. MO/TO payments are made by customers who cannot or who hesitate to fill in the card payment form on a website. For example, Ring and collect orders received on the phone.
What is the best practice for SCA for me?
MOTO payments are out of the scope of SCA. This means payments can be processed without a need to verify the cardholder with SCA.
In the case of MOTO payments, Global Payments advice is simple: Ensure that MOTO payments are properly flagged as MOTO.
By doing so, you notify the Issuer that the payment is MOTO, and so out of scope for SCA - this increases the likelihood that this Issuer will successfully authorise the payment.
Which solution do I use?

VT
I take payments with Virtual Terminal or the Terminal in the Ecommerce Portal, what do I need to do?
Nothing is required - any transactions processed this way are automatically flagged as MOTO.
*You may know this application as RealControl.
HPP
I take payments with an in-house or a third-party application, which is integrated into GP ecom via HPP. What do I need to do?
Ensure that the “CHANNEL” flag in your messaging is set to MOTO.
HPP developer documentation is available here
API
I take payments with an in house or third party application, which is integrated to GP eCom via API, what do I need to do?
Ensure that the flag in your messaging is set to MOTO.
API developer documentation is available here
What should I expect from September 2021?
Transactions flagged as MOTO will continue to process as normal. If transactions are not flagged as MOTO, they will likely be treated as ECOM by default and are being declined by the Issuers as SCA has not taken place.
Who is Liable in the event of a dispute?
Liability for fraud-related chargebacks is transferred to the Card Issuer when SCA has occurred.
Because SCA is not applied to MOTO payments, any liability rests with the Acquirer and/or Merchant. This means any fraud-related chargebacks will likely be billed to you, the retailer.
What if I requested an Exemption?
If a transaction is processed frictionlessly following a request by you for an Acquirer exemption to 3DS2, you should note that you are accepting liability for the transaction. This means any fraud related chargebacks which occur on exempt transactions will likely be billed to you.
